He joined Cisco with more than 20 years of experience in the public sector - first at the field level and then at the policy level. In his work with the Cisco Internet Business Solutions Group (IBSG), Prakash's focus is primarily on the public sector. He works at the senior executive and political levels to help shape Internet business solutions and online strategies in India.

He has worked in various capacities with State Governments and the federal government in India as a member of the Indian Administrative Service (IAS) holding senior policy and management positions. In his consulting work, Prakash specializes in strategy, policy analysis, and use of ICT to improve the delivery system of the government, especially in the developing countries. 

Kumar holds a Bachelor's degree (B.Tech) in Electrical Engineering from the Indian Institute of Technology, Kanpur and a Master's degree in policy analysis from the National Graduate Research Institute for Policy Studies, Tokyo, Japan.
